These cards are part of a vintage Viscount brand double-deck set imported from Japan, likely produced around the late 1960s to 1970s.
During that era, Japanese manufacturers produced a vast number of 100% cellulose acetate or PVC plastic decks for export to North America, typically sold as boxed sets through department store catalogs, jewelry stores, and gift shops.
