This is a Congress No. 606 deck manufactured by the United States Playing Card Company (USPCC).
Congress was originally launched in 1881 by Russell & Morgan (which became USPCC) as their flagship luxury brand, aimed at high-society card players. While standard decks like Bicycle were utilitarian, Congress decks were known for their gilded edges, fine art back designs, and high-end presentation boxes.
